ALTE Examination LevelsAll BULATS Tests in all languages make use of the same categorisation criteria which renders all BULATS results comparable, no matter through which test or in which language they were obtained.BULATS Tests are graded according to the ALTE Framework of levels for assessing language ability. These in turn link into the Council of Europe’s Common European Framework for language learning. The Framework allows BULATS results to be compared directly with internationally recognised language qualifications, including the Cambridge examinations in English as a foreign language, which were taken by over one million people in 2001. The German tests correspond to the scale used by the Goethe-Institut.
Complies with Common European Framework C2 / Oberstufe / Cambridge Certificate of Proficiency in English (CPE) Fully operational command of the language in most real world situations, e.g. in the workplace can argue a case confidently, justifying and making points persuasively.
Complies with Common European Framework C1 / Mittelstufe III / Cambridge Certificate in Advanced English (CAE) Good operational command of the language in a range of real world situations, e.g. can participate effectively in discussions and meetings.
Complies with Common European Framework B2 / Mittelstufe II / Cambridge First Certificate in English (FCE) Generally effective command of the language in a range of familiar situations, e.g. can make a contribution to meetings on practical matters, but is unlikely to follow a complex argument.
Complies with Common European Framework B1 / Grundstufe III / Cambridge Preliminary English Test (PET) Limited but effective command of the language in familiar situations, e.g. can take part in a routine meeting on familiar topics, particularly in an exchange of simple factual information.
Complies with Common European Framework A1 Very limited command of the language. Candidates at this level may know some phrases but cannot communicate in the language.
